Subjet: Bonded Labour in Nepal

Dear Secretary,

I very much welcome the measures that the Government of Nepal has undertaken to date to tackle bonded labour. However I am writing to express my concern over the situation of those former kamaiya who have not received government assistance, and who are therefore extremely vulnerable, as well as the thousands of others in forms of bonded labour not covered by the Kamaiya Labour (Prohibition) Act (2002). I would urge the Government of Nepal to take the following measures as a matter of priority:

1. Amend the Kamaiya Labour (Prohibition) Act (2002) to make rehabilitation provisions to all former kamaiya mandatory, to enforce the monitoring process through district and national level committees, and to implement the minimum wage.
2. Bring in new legislation to define and prohibit all forms of bonded labour throughout Nepal.
3. Restore democratic government in Nepal and seek an end to current hostilities with the Maoists, so that proper attention can be given to protecting the human rights of all Nepalis, including the eradication of bonded labour.
